About This Project

Naval Support Facility Diego Garcia is located on a coral atoll in the Indian Ocean. The footprint shaped island is located about 700 miles south of India, 1,500 miles east of Africa, and is part of the British Indian Ocean Territories. Both the Air Force and Navy maintain aircraft facilities there, along with the Maritime Prepositioning Ship Squadron Two.  The facility features two aircraft refueling hydrant systems, one maintained by the Navy and one maintained by the Air Force. The fuel is received by barge from to multiple bulk fuel ASTs and then is distributed to other operating or ground products ASTs.

This project was a multidiscipline design-build SR/M project comprised of 22 separate POL related tasks. These tasks included designing repair work for a portion of every major fuel system on the base, from bulk storage tanks, pier receiving and issuing systems, hydrant systems and ground fueling product systems to the design of spill containment structures and equipment shelter canopies.  Special design considerations had to be made for the remote location because of the highly corrosive coastal environment, the available labor pool, and the availability of spare and/or replacement parts. In addition, this project included a complex replacement of the existing deadhead style Aircraft Direct Refueling system at the North Ramp (with the exception of the underground pipe) to a PLC controlled loop hydrant system for refueling aircraft at 600 GPM.
