Inspect Vertical AST Tank 11, DFSP Point Loma

About This Project

DFSP Point Loma is the largest DoD Fuel Storage Facility on the West Coast and directly supports the U.S. Navy’s Third Fleet based in San Diego.  Personnel from the Brockenbrough team performed an API-653 Out-of-Service inspection on Oil-Water Storage Tank 11 at DFSP Point Loma, along with its associated internal and external systems.  The inspection included emptying and cleaning the tank of its possibly hazardous contents, and included a bottom scan, a UT inspection, and foundation settlement and shell roundness surveys.   The primary purpose of the inspection was to determine if the tank interior had been adversely affected by the recently discovered hydrogen sulfide (H2S) gas that had destroyed an associated piping system.  Also included in the inspection was assessment of the ancillary tank systems such as the secondary containment, issue and receipt piping, fire protection, controls and electrical components.

The tank and its associated systems were found to be undamaged and in good condition with no serious structural, operational or environmental concerns and it was put back in service.
