About This Project

Camp Lemonnier is a United States Naval Expeditionary Base in Djibouti City, Djibouti and is home to the Combined Joint Task Force – Horn of Africa (CJTF-HOA) of the U.S. Africa Command (USAFRICOM). It is the only permanent U.S. military base in Africa.  This project completed an Advanced Project Document Brochure for the proposed aircraft fueling system at Camp Lemonnier.  Brockenbrough conducted a facility study, site characterization survey, and developed and evaluated alternatives with associated cost estimates, including an economic analysis of each alternative.  The brochure was also accompanied by a detailed evaluation of existing fuel assets and capabilities and future fueling needs. In the brochure, Brockenbrough recommended providing two 15,000-barrel Jet A-1 cut and cover underground storage tanks with associated 1,200 gpm pump houses, an issue and receipt filtration building, two Jet A-1 refueler loading stations, an operations building with fuels laboratory and office space, and truck parking area for 12 refuelers.  As part of a separate project, Brockenbrough completed the full design of the Djibouti fueling system; construction will be complete in 2019.
